Medicaid Waiver for the Elderly and Disabled
The Medicaid Waiver for the Elderly and Disabled (E&D Waiver) Program is designed to provide services to seniors and the disabled whose needs would otherwise require them to live in a nursing home. Our goal is for clients to retain their independence by providing services that allow them to live safely in their own homes and communities they love for as long as it is appropriate.
Case managers work with clients to develop a care-based plan according to the clients’ medical needs.
Depending upon their plan of care, individuals in this program may receive personal care, homemaker, respite, adult day care, companion services, or home-delivered frozen meals.
Program Highlights
The E&D Waiver program is currently able to serve approximately 4,780 clients each year, all of whom are nursing home eligible under Medicaid. In FY 2011 there were 4,315 clients on the Medicaid program.
E&D Waiver costs the state 15% of what nursing home placement would cost for the same number of clients. For example, the average monthly cost per client in FY 2011 was $5,357 per nursing home client compared to $821 per E&D Waiver client.
Had the 4,315 E&D Waiver clients been in nursing homes in FY 2011, it would have cost approximately $191 million more than it cost for the same clients to be served by the E&D Waiver program – $60 million of which would have been state funding.
E&D Waiver promotes independence, personal choice, and control. Housing and Long-Term Care (LTC) are critical issues, particularly as the baby boomers age.
